1. Estonian Scholarship Programme

The Estonian Ministry of Education and Research and the Education and Youth Board offer this scholarship to eligible foreign nationals studying at Estonian higher education institutions. Master’s and PhD studies are supported in all fields, but bachelor’s applicants may apply only for fields related to Estonian language and culture. Applicants must also be citizens of one of the countries listed on the official scholarship page. PhD students with an active junior researcher employment contract with an Estonian higher education institution are not eligible.
Applications are submitted electronically in English. The required documents include the official application form, a copy of the applicant’s passport or identification card, and a confirmation letter from the Estonian higher education institution. The confirmation must include the applicant’s status, level of study, curriculum, and study dates. PhD applicants must also provide confirmation that they do not have an active junior researcher employment contract with the institution.
The scholarship is awarded for up to one academic year at a time. Exchange students may receive it for up to ten months, while degree students may receive support for up to 12 months, subject to the applicable study-year conditions. The Education and Youth Board transfers the scholarship to the host university. Incomplete or late applications, and applications submitted without the required university confirmation, are not assessed. The application dates for the 2026/27 academic year had not yet been published as of July 13, 2026, but the Education and Youth Board states that they will be announced by August 2026.
2. Tallinn University of Technology Scholarships

Tallinn University of Technology, commonly known as TalTech, is Estonia’s only university of technology. TalTech offers several forms of financial support, including the Success Scholarship, Development Fund scholarships, study allowances, mobility funding, and a limited number of tuition fee waiver scholarships.
Eligible applicants are ranked primarily according to their grade point average from the previous semester. The scholarship is €200 per month and is paid for five academic months. Tuition fee waiver scholarships are separate awards granted according to the number of funded places and the admission ranking for each program. Recipients must continue studying full-time and may not have a cumulative study-load shortfall of more than six ECTS credits.
