Hungary has a statutory healthcare system that provides broad public healthcare coverage through its national health insurance framework. However, healthcare resources are not distributed evenly across the country. Major cities such as Budapest, Pécs, and Szeged have universities, hospitals, and clinical training centers, while some regions continue to face workforce and equipment constraints.

Recent OECD data show that Hungary has fewer practicing nurses per population than the OECD average, so demand for healthcare professionals remains an important issue. Some hospitals and healthcare providers also face staffing and equipment limitations, which is why nurses continue to play an important role in the country’s healthcare system.

Check the steps below for additional information about the nursing profession and how to become a nurse in Hungary.

How to Become a Nurse in Hungary

Step 1: Find a Nursing Program in Accredited Institutions

It’s best to research the higher education providers offering nursing programs to better prepare for admissions once you have decided. A full-time English-taught BSc nursing program at major Hungarian universities is generally four years or eight semesters. Hungarian universities that offer English-taught nursing programs include Semmelweis University, the University of Pécs, and the University of Szeged. Other institutions may also offer nursing-related programs, so compare curricula, clinical training, tuition, application fees, and recognition requirements before choosing a school.

Step 2: Get a Language Proficiency Certificate

English-taught nursing programs in Hungary generally require proof of English proficiency. Some universities use CEFR B2 or upper-intermediate English as their benchmark. For example, accepted proof may include an IELTS, TOEFL, CEFR, or another recognized certificate, and some universities also assess English through an entrance examination or interview. Applicants whose previous education was not in English should check the exact accepted tests and minimum scores on the chosen university’s admissions page. You can also check whether your chosen university accepts other language proficiency tests.

Step 3: Prepare the Requirements and Pay for the Necessary Fees

University requirements vary from institution to institution, and some documents are usually requested in English. If the applicant’s records are written in another language, it is advisable to get an official translation of the document and submit both a copy of the original and the English-translated document. Commonly requested documents include the following:

  • Official copy of the secondary school certificate or diploma (in English or with an official translation)
  • Transcript of academic records in English or with an official translation
  • English language proficiency certificate or equivalent proof, if required
  • Curriculum vitae
  • Motivation letter
  • Medical documents required by the program
  • Passport or identification card copy
  • Passport-style photo, recommendation letter, or proof of fee payment, if requested by the university

Current English-taught BSc nursing tuition at the listed universities is commonly charged per semester. As of the latest official admissions pages checked, the University of Pécs lists €2,900 per semester, the University of Szeged lists €3,500 per semester, and Semmelweis University lists €4,050 per semester, plus application, admission, registration, entrance exam, or enrollment fees depending on the university. Applicants should check the official fees page before applying because amounts and payment deadlines can change.

Step 4: Take the University Entrance Examination

For foreign or international students who want to study nursing in Hungary, some universities require applicants to pass an entrance assessment before admission. Semmelweis University lists an oral orientation entrance exam, while the University of Szeged lists a written entrance examination and a motivational conversation. Other universities may use a document review, interview, or different admissions process. In addition, some universities may invite students or applicants for an interview as part of the application process.

Step 5: Obtain a Student Visa After Application

Students who do not have EU/EEA free-movement rights generally need a Residence Permit for the Purpose of Studies. If the student must apply from outside Hungary, the residence permit application includes the entry visa needed to collect the permit, so a separate visa application is generally not required. The Hungarian immigration authority states that the decision on a residence permit for studies is made within 60 days from submission, although missing-document periods and other procedural steps are not counted. Apply for the student visa or residence permit as early as possible.

Since requirements vary by the applicant’s nationality and situation, the basic requirements include but are not limited to the following:

  • Certificate of admission or proof of student status from the Hungarian institution
  • Proof of the language knowledge required for the studies
  • Completed application form or online Enter Hungary application
  • Valid passport or travel document and facial photograph
  • Proof of tuition fee payment
  • Declared Hungarian accommodation address
  • Proof of sufficient funds for subsistence, accommodation, healthcare, and return or onward travel
  • Proof of comprehensive health insurance or ability to cover healthcare costs
  • Parental consent for minors, if applicable

Step 6: Finish and Obtain the Nursing Course/Program Diploma

To practice as a nurse in Hungary, local and international students must complete the nursing program at their chosen university and obtain a bachelor’s degree. It usually takes four years or eight semesters to finish an English-taught BSc nursing program at the universities listed above. The program includes theoretical coursework, classroom or demonstration practice, clinical practice, field practice, and final requirements such as a thesis or final examination, depending on the university.

A Hungarian nursing diploma may make the Hungarian registration process more direct because the university reports the diploma details for entry into the National Basic Register. Nurses with foreign qualifications may need to have their qualification recognized or naturalized before registration.

Step 7: Register to the National Healthcare Service Center (AEEK)

After graduation, the university has 30 calendar days to report the diploma details of newly graduated students to the National Directorate General for Hospitals (OKFŐ) so the qualification can be listed in the National Basic Register of Healthcare Professionals. This body now handles procedures that older materials may still associate with AEEK or ENKK. Once registered, you receive a unique registration number, which can be checked in the public database.

Step 8: Apply for a Valid Operational Registration and a Professional Chamber Membership

To provide healthcare professional services without supervision in Hungary, nurses need membership in the competent professional chamber and valid operational registration. For nurses and other healthcare professionals, the competent chamber is the Chamber of Hungarian Healthcare Professionals. According to OKFŐ, the first operational registration application generally includes a signed application form, proof of payment of the administrative fee, proof of chamber membership when compulsory, and proof of continuing education if necessary. Step 9: Find Work in Hungary After AEEK Registration

After you have completed the OKFŐ Basic Register, chamber membership, operational registration, and any residence or work authorization required for your nationality, you can look for nursing jobs in Hungary. Nurses who plan to work as specialists may need postgraduate education or further professional training.

Those planning to provide healthcare services in their own name, rather than as an employee, need a separate operating license from the competent government office. Make sure to contact your employer and the relevant Hungarian authority for details before starting work.
