How to Become a Dentist in Singapore
Step 1. Earn a Bachelor of Dental Surgery at the National University of Singapore
As of the latest Ministry of Education and NUS information, the Bachelor of Dental Surgery (BDS) degree is offered by the National University of Singapore in Singapore. The program is a four-year, full-time undergraduate program, and the NUS BDS degree is recognized by the Singapore Dental Council for registration to practice in Singapore.
The BDS program has two phases: the pre-clinical phase in years 1 and 2 and the clinical phase in years 3 and 4. During the pre-clinical phase, students develop knowledge across applied sciences and dental sciences and participate in interprofessional learning through the Common Curriculum for Health Professional Education. Teaching includes lectures, tutorials, seminars, and laboratory-based training, along with hands-on simulation and laboratory training to prepare students for the clinical management of patients.
The clinical phase covers the oral health needs of patients across different ages. Students provide a comprehensive range of dental treatment under close staff supervision. Relevant aspects of Medicine, Surgery, and Paediatrics are also included in the third year of the program. For graduate clinical specialization, NUS offers Master of Dental Surgery residency programs in six specialties: Endodontics, Oral and Maxillofacial Surgery, Orthodontics, Paediatric Dentistry, Periodontology, and Prosthodontics.
Step 2. Register as a Dentist in Singapore
Aspiring dentists must be registered with the Singapore Dental Council and hold a valid Practising Certificate before they can practice dentistry in Singapore. There are three types of dental registration: Full Registration, Conditional Registration, and Temporary Registration.
Full Registration applies to dentists who hold a basic dental degree from Singapore or other qualifications recognized by the Council, together with the required knowledge, skill, and experience. Conditional Registration applies to eligible foreign-trained dentists who meet the Council’s requirements. Dentists under Conditional Registration must follow conditions set by the Council, which may include working for the equivalent of two years of full-time hours under the supervision of a fully registered dentist approved by the Council. Supervisory reports are submitted once every six months, and dentists under Conditional Registration may be eligible to apply for conversion to Full Registration after meeting all requirements, subject to Council approval. Temporary Registration is for dentists allowed to practice for a short period, such as for teaching, research, postgraduate study, or other Council-approved purposes.
The Qualifying Examination may be required for foreign-trained dentists whose dental degree is not specified in the Schedule. Current eligibility includes applicants with an offer of employment who also meet Singapore citizen, permanent resident, family, or recognized higher-qualification criteria, as well as full-time Master of Dental Surgery students at NUS. The Singapore Dental Council allows only two attempts at the examination, and both attempts must be taken within 12 months of each other. The current examination fees are S$750 for Part 1, S$1,750 for Part 2, and S$3,000 for Part 3. Candidates pay for Part 3 only after successfully passing Parts 1 and 2. From January 1, 2029, foreign-trained dentists from revised scheduled schools will also need to pass the Qualifying Examination before they can be considered for Conditional Registration.
To register, applicants must complete the dental registration application process and submit the required documents to the Singapore Dental Council. The application fee is S$300 for Full or Conditional Registration and S$100 for Temporary Registration. The Practising Certificate renewal fee for dentists is currently S$800 for two years, equivalent to S$400 per year.
Step 3. Start a Career in the Public Sector and Finish Bond
Medical and dental education in Singapore is highly subsidized by the Government of Singapore. All students, regardless of nationality, who are accepted into dental courses at the National University of Singapore are required to sign the medical or dental Tuition Grant Agreement, which is administered by MOH Holdings. For the four-year dental course at NUS, the service obligation is 4 years for Singapore citizens and 5 years for non-Singapore citizens, including Singapore permanent residents and international students.
If the agreement is terminated prematurely during the course or before the student completes the service obligation period, the student will be liable for liquidated damages payable according to the terms of the agreement. MOH Holdings coordinates and arranges these agreements before students begin their dental courses.
