The Journey


My name is Moses Besa. I was born and raised in a disadvantaged community called Chibolya in Mufulira, a small mining town in Zambia’s Copperbelt Province in Southern Africa. Growing up in an environment shaped by economic hardship, I witnessed firsthand the daily struggles of families striving to access basic opportunities. These early experiences instilled in me a deep sense of resilience and a strong desire to contribute to meaningful social and economic change.

Educational Background

Despite financial challenges, I remained academically focused and determined to create opportunities for myself. As a mature student, I self-sponsored my education using my modest salary from the civil service to pursue a Bachelor’s degree at the University of Zambia, which I completed in 2015. Driven by a commitment to continuous learning, I later enrolled in a Master of Public Administration (2021–2023) and subsequently completed a Postgraduate Diploma in Monitoring and Evaluation in 2022.

While pursuing my postgraduate studies, I joined Voluntary Service Overseas (VSO), a British international NGO, where I worked as a Monitoring and Evaluation Advisor within a consortium of 15 partner organisations. This role exposed me to the practical realities of public policy implementation and development programming. I gained hands-on experience in coordinating multi-stakeholder initiatives, strengthening data systems, and supporting evidence-based decision-making across diverse sectors.

How Did You Prepare to Apply for the Chevening Scholarship?

Alongside my professional responsibilities, I remained committed to advancing my academic journey. I applied for the Chevening Scholarship three times, in 2021, 2022, and 2023. My first attempt in 2021 saw me shortlisted for interviews, where I was placed on the reserve list. Determined to improve, I reapplied in 2022 but was only longlisted. Undeterred, I strengthened my profile with additional experience in the NGO sector and refined my application. In 2023, I was again shortlisted and placed on the reserve list; however, this time, I was successfully upgraded and awarded the scholarship. I attended the University of Reading, where I pursued a Master's degree in Public Policy. This achievement was deeply meaningful to me, a dream realised for someone raised in a community where completing secondary education was itself a challenge.

How Is (was) Your Experience at the University of Reading?

My Chevening experience was truly transformative. It not only enhanced my academic and analytical capabilities but also expanded my confidence and global outlook. One of the most defining moments was presenting my research abstract to the President of Zambia, Mr. Hakainde Hichilema, at the University of Oxford, a powerful reflection of how far I had come from my humble beginnings. I also participated in academic engagements across leading institutions, including the London School of Economics and Political Science (LSE), which strengthened my ability to engage in high-level policy discussions. Equally important, I built a diverse global network that I continue to leverage in my professional work.

What Did You Pursue After the Scholarship? (Work, Further Study, Research, or Something Else?)

Upon completing my studies, I returned to Zambia with renewed purpose and commitment. I currently serve as a Monitoring, Evaluation, and Learning Officer at the Cheshire Homes Society of Zambia, a leading organisation championing inclusive development. In this role, I support programme implementation, coordinate data systems across 15 multiple partners, and contribute to evidence-based programme design and reporting.

Through my academic and professional journey, I have developed a strong interest in public policy and governance. I have come to appreciate that while programme implementation is critical, sustainable national development requires effective policy design, coordination, and accountability systems. My long-term aspiration is to contribute at the highest level of policymaking in Zambia, particularly within the Cabinet Office, where I can support the development and coordination of sound, evidence-based policies that drive national development.
My journey, from a disadvantaged community in Chibolya, Mufulira, to global academic platforms and national development work, is a testament to the power of perseverance, purpose, and continuous learning. I remain committed to using my knowledge, skills, and experiences to contribute meaningfully to Zambia’s development and to the broader global development agenda
