Is it possible to have exemption from language certificate if my previous studies (master’s degree ) instruction was in English in 2022 and I have complete one year in a Ph.D. in the same specialization in English also ?

Hello, the graduate programs have decentralized admissions, so each department has varied requirements. You do need to check with the department that you are interested in applying if you would be exempt from the English language requirements, but you should be if you have a previous degree taught in English.
