Korea International Cooperation Agency (KOICA) Scholarship Details
In 2021, I was awarded the Korea International Cooperation Agency (KOICA) Scholarship for the Global Master of Public Administration (GMPA), with a focus on Sustainable Development Goals, at Seoul National University.
Educational Background
I hold a bachelor’s degree in Economics and Public Policy. Prior to coming to Korea, I was already a second-year master of management, specializing in business.
How Did You Prepare to Apply to Seoul National University?
I discovered the KOICA scholarship on Facebook during the pandemic lockdown. I asked a friend if she knew about the scholarship, and when she confirmed, she enthusiastically encouraged me to apply. She even helped me proofread my personal statement, proving that two heads are indeed better than one.
While KOICA offered various programs, I chose the one at SNU because its description perfectly aligned with my work in government, particularly on the policy side.
For SNU, the application process included an essay exam, tailored to our specific major (as the other GMPA track was public management), followed by an interview with professors. However, before reaching the university exam and interview stage, KOICA Philippines conducted its own interviews with applicants.
How Did You Prepare to Apply to the Korea International Cooperation Agency (KOICA) Scholarship?
Submitting the numerous required documents to KOICA Philippines was challenging due to the lockdown, as most offices were closed and communicated primarily via email. Standard requirements included a bachelor’s diploma, a transcript of records, and a certification for the medium of instruction to exempt me from submitting TOEFL or IELTS results.
I also submitted my birth certificate and copies of my and my parents’ passports.
It's crucial to inform your recommenders about your application, as the school requires at least two recommendation letters from them. The application form also included sections for a personal statement and a study plan.
How Was Your Experience at Seoul National University? / How Do You Rate the Academic Support and Why? / How Does Seoul National University Support International Students? / Are Your Classes Conducted in English or Korean? / Would Potential Students Have Any Academic Problems Not Knowing Korean?
SNU truly lived up to its reputation as Korea's number one university, evident in its excellent facilities and the extensive backgrounds of its professors. Overall, it was a truly enriching experience. Academically, SNU proved to be South Korea's top university, and the program coordinators and professors went above and beyond to immerse us in the country's culture. We enjoyed school trips to various parts of the country, hiked with professors, and attended conferences relevant to our professional experiences as government officials.
In terms of thesis writing, the professors were very helpful, particularly the thesis adviser, who guided my work and helped me receive a grant for my research. They also provided statistics mentors who assisted in conducting the necessary tests for the study.
While all our classes were conducted in English, we did have language classes that proved helpful for everyday interactions. It's important to note that the primary purpose of learning Korean was for daily conversations, not for academic purposes. While it might be somewhat challenging for individuals with no Korean language knowledge, the program organizers are incredibly supportive and helpful.
What Do You Think Made Your Application Stand Out?
I believe my application stood out primarily due to my personal statement, which clearly articulated my motivation for pursuing the program: its direct relevance to my work at the Bureau of the Treasury. As a policy professional, the GMPA's curriculum promised to significantly enhance my understanding of theories and models crucial for effective policy crafting.
Additionally, my exam essay, which resonated with my government experience, likely played a role. I found that having prior work experience was incredibly beneficial, as it allowed professors and scholarship assessors to grasp the program's importance to my career and how I could contribute to my agency upon completion.
What Would You Have Done Differently if You Were Going Through the Process Again?
I would have sent my application earlier. I was a buzzer-beater applicant.
What Advice Would You Give Those Looking to Apply for a Similar Scholarship?
Ensure you are certain of the program you wish to apply for. Prepare all documentary requirements in advance to avoid any difficulties once the application period begins.
I am not entirely sure how significant the impact of this will be, but be honest in your personal statement, as this will serve as the assessors' primary perspective on why you should be granted a slot in the program.
