The Journey
My name is Joey Tang Pei Wen, and I was born and raised in Malaysia. I completed most of my early education locally, including the Malaysian government examination systems SPM and STPM (pre-university program in Malaysia, also known as Form 6).
I then pursued my undergraduate degree in Aquaculture at a local university (University Malaysia Terengganu), driven by my strong interest in aquatic organisms and marine environments. To further strengthen my academic, I continued my master’s studies at National Taiwan Ocean University (NTOU), Taiwan, after being awarded a scholarship from the Ministry of Education (MOE), Taiwan. It supported and covered most of my study and living expenses. In a year's journey, it inspired me to continue my academic journey into the PhD program at the same university with the support of the MOST Excellent Doctoral Scholarship from the National Science and Technology Council, Taiwan, where I am now focusing on advanced research in marine science.
MOE Taiwan Scholarship Details
During my master’s program, I was supported by the Ministry of Education (MOE) Taiwan Scholarship, which covered full tuition fees and provided a monthly living allowance of NTD 20,000. After transitioning to the phD program, I was awarded the MOST Excellent Doctoral Scholarship, a highly competitive scholarship that is only available to PhD students studying in Taiwan and not open for international application.
Were You Offered any Other Scholarships?
When applying for further studies at National Taiwan Ocean University (NTOU), I was also offered the NTOU Scholarship, which covers full tuition fees and provides a monthly living allowance of NTD 4,000 for master’s students and NTD 8,000 for PhD students. This scholarship requires annual reapplication under specific terms and conditions. Although I was offered the NTOU scholarship at the time of my master’s application, I chose to accept the MOE Taiwan Scholarship.
Educational Background
I completed the STPM pre-university programme (1.5 years) in the science stream, with a focus on biology. During this period, I also fulfilled the English language requirement by passing the Malaysian University English Test (MUET). I later entered University Malaysia Terengganu (UMT) in the Aquaculture department and graduated with a CGPA of 3.83 (First class honours). Make sure the MUET result is still valid to into master’s program in Taiwan, which is compulsory.

How Did You Find Information About Scholarships and National Taiwan Ocean University?
National Taiwan Ocean University (NTOU) is a sister university of my previous institution, University Malaysia Terengganu (UMT). Information regarding the MOE Taiwan Scholarship Program was obtained from the official website of the Ministry of Education, Taiwan, supplemented by online searches that provided clear application guidance.
Did You Take Any Standardized Tests? If So, How Did You Prepare for Them?
I did not take any other standardized test except the MUET test for my English proficiency test.
How Did You Prepare to Apply to the MOE Taiwan Scholarship?
Basically, I followed the scholarship application guidelines provided on the official website, as most of the procedures were conducted online. It is important to pay close attention to the application period and ensure that all materials are submitted within the specified deadline. After completing the online application, the hard-copy application documents must be sent to the Taipei Economic and Cultural Office (TECO) in Malaysia within one week. You will be asked to do a full body checkup and mail it to them.
At the same time, applicants should apply for the master’s program at the university (online application) that they wish to enroll in, as the scholarship and university admissions are processed separately. Most of the documents can be used for both applications, which helps streamline the process.
The applicant may be asked for an interview as part of the selection process; however, no interview was conducted in my case. And you may contact TECO via email if clarification is needed. Based on my experience, they respond promptly and are very helpful throughout the application process.
How is (was) Your Experience at the National Taiwan Ocean University?
Taiwan is to be an internationally friendly country, and the process of preparing application documents was straightforward and well-organized online. The universities are highly supportive and efficient in handling administrative procedures, including enrollment and student support services. In my case, I enrolled during the post-pandemic period of COVID-19, and the university provided substantial assistance, including arranging quarantine accommodation, offering clear guidance on travel procedures, and explaining how to take public transport to the campus. This experience demonstrated the university’s strong commitment to international students and reinforced my view that it is a well-managed and supportive academic institution.
How Does the National Taiwan Ocean University Support International Students?
The university has an Office of International Affairs, which is highly supportive of international students. The office regularly organizes events that encourage interaction with local students, including opportunities to engage with local secondary school students, participate in cultural exchanges, and learn to prepare traditional Taiwanese dishes.
In addition, the university hosts Cultural Day events, allowing international students to share their own cultures while helping local students gain a deeper understanding of global diversity. A large year-end banquet is also organized annually, bringing together international students from diverse backgrounds and fostering a strong sense of community.
Are Your Classes Conducted in English or Mandarin?
Most of my classes were conducted in English, particularly within my department of Aquaculture. I am aware that some other departments may conduct classes in the local language (Chinese). However, the university requires all international students to take Chinese language courses, which supports daily communication and cultural integration.
What Do You Think Made Your Application Stand Out?
I think my application stood out because I have worked hard to maintain my academic performance and remain actively participating in extracurricular programs. I also approach every opportunity with dedication and a positive mindset.
What Would You Have Done Differently if You Were Going Through the Process Again?
If I were going through the process again, I would probably start preparing even earlier and seek more feedback on my application. But overall, it was a great learning process.
What Advice Would You Give Those Looking to Apply for a Similar Scholarship?
My advice would be to stay organized, start your application early, and be thorough in presenting both your academic achievements and extracurricular experiences. Also, seek feedback from mentors or peers—it can make a big difference. Most importantly, believe in yourself and give your best effort.
