• Studying a Finnish-taught degree program or
• Having an EU blue card or
• Having type A residence permit for reasons other than studies or
• Having type P residence permit or a type P-EU residence permit or
• Having a Brexit permit or
• Having an EU Family Member's Residence Card in Finland or
• Having EU/EEA citizenship
