3. Ensure You Have Submitted All the Necessary Documents
To be considered for admission to a university in the Philippines, you must satisfy the requirements of the institution and program to which you are applying. Submit a complete, accurate application together with the required academic records, identification documents, recommendations, and other program-specific materials. Standardized test results, including ACT scores, should be submitted only when requested. Likewise, requirements involving English-language proficiency examinations vary by university and program. Consult the official admissions page instead of assuming that optional documents will improve your application.
Tuition-free Options for Bachelor’s Studies in the Philippines
Eligible Filipino undergraduate students at participating public universities in the Philippines may receive free tuition and specified school fees under the Universal Access to Quality Tertiary Education Act. International students are not covered by this benefit solely because they attend a public institution. To reduce tuition to zero, an international student would generally need a fully funded scholarship, sponsorship, or another award that explicitly accepts applicants of their nationality.
At the University of the Philippines Manila, students pursuing a bachelor’s degree should consult the university’s current financial aid listings because scholarship availability and eligibility can change. Ateneo de Manila continues to list the Ateneo Freshman Merit Scholarship for outstanding applicants, but applicants should confirm the current award package and conditions directly with the university rather than assuming that every recipient receives the same tuition and allowance benefits.
Tuition-free Options for Master’s Studies in the Philippines
Both internal and external scholarships may be available to master’s students, but international applicants must check the citizenship and employment restrictions of each program.
The ADB–Japan Scholarship Program is another option for eligible applicants pursuing postgraduate study at designated institutions and programs. Its participating institutions include the International Rice Research Institute and the University of the Philippines Los Baños. The program generally supports approved development-related study in fields such as economics, business and management, and science and technology. Applicants must satisfy the program’s nationality, academic, professional experience, age, and admission requirements; it is not available for every course or university in the Philippines.

The University of the Philippines system and its constituent universities publish campus-specific scholarships and financial aid programs.
