When Filipino proficiency is required, certification must come from a duly authorized unit of the university.
The Graduate School of the University of Santo Tomas admits foreign students to its graduate programs. Its official admissions page lists TOEFL English proficiency among the required documents for foreign graduate applicants, along with the latest transcript of records, a passport-size photo, and other applicable documents. The public admissions page does not list a Filipino language proficiency test for foreign graduate applicants.
Master’s Degree Application Process
Step 1. Research on the Desired Graduate Study Program and School
Several universities offer master’s degree programs in the Philippines for international students. Reputable universities are mainly located in the capital city of Manila. However, there are also outstanding schools outside the capital region. Prospective students must consider the location of their chosen university since the country is an archipelago. The school of preference may be located in another region of the Philippines.
Step 2. Once Decided, Submit Your Application
Each institution has its own set of entry requirements. The master’s admission requirements for UP Diliman may be slightly different from the application requirements of the University of Santo Tomas or the University of San Carlos.
International students who have decided to pursue graduate programs in the Philippines should confirm the requirements with the graduate school, Office of the Registrar, or international affairs office of their chosen university. The office will usually provide the program-specific application forms, deadlines, and list of required documents.

The student will be asked to appear before a consular officer for an interview and submit requirements such as the visa application form, Personal History Statement, Notice of Acceptance, medical health certificate, chest X-ray results, police clearance, passport, photos, and applicable fees. Students who are already in the Philippines may also apply for conversion to a 9(f) student visa through the Bureau of Immigration. Upon arrival or approval, students should coordinate with the accepting school for immigration registration, including the Alien Certificate of Registration and the Certificate of Residence for Temporary Students, when applicable.
The Polytechnic University of the Philippines advises international applicants to meet the university’s academic, English language, and documentary requirements and to apply according to the relevant application calendar. For international applicants to master’s programs, PUP lists a related bachelor’s degree, a qualifying grade requirement, an admission examination, and an interview among its qualifications. PUP also states that students with an IELTS score of 4.5 to 5.0 or a TOEFL score of 480 to 500 may be required to take a prescribed number of hours of English, and that an intensive English course is prescribed before enrollment after the applicant takes the English placement test.
