      Hello, there is no tuition for Ph.D. students at the University of Helsinki if you take a look at tuition waiver page. Also, there are several scholarships available for Ph.D. students on top of that. Please take a look at those pages for application procedures.

      Hello, if you have studied in English where English is the only official language like US, Canada, UK, and Australia, or if you are citizen of those countries, they should be able to waive the English Proficiency exam. They might be able to waiver for other circumstances, but you should check with the admissions or their website about it.
