Nursing education in Indonesia includes academic and professional pathways. The regulatory framework has changed: Law No. 38 of 2014 on Nursing was repealed by Law No. 17 of 2023 on Health. Under current Ministry of Health Regulation No. 13 of 2025, health workers who practice must hold a registration certificate (STR) and a practice license (SIP) and work within their competencies.

Program structures vary by institution. At several universities below, the undergraduate route includes an academic bachelor’s phase followed by a Professional Nurse (Ners) phase. 2. Brawijaya University

5. Airlangga University

Universitas Airlangga’s Faculty of Nursing began with a Diploma IV Nurse Educator program in November 1997 under the Faculty of Medicine. The university was authorized to offer its undergraduate nursing program in 1999, and the nursing unit became a separate Faculty of Nursing on June 20, 2008.

The Faculty currently lists five study programs: undergraduate nursing, Professional Nurse (Ners), Master of Nursing, specialist nursing, and doctoral nursing.
