For example, Medicine at the University of Tartu costs €13,200 per year, Veterinary Medicine at the Estonian University of Life Sciences costs €9,800 per year, and Cyber Security Engineering at TalTech costs €7,000 per year for non-EU students and is free for EU/EEA citizens.

1. Tallinn University

The Tallinn Teachers’ Seminar was established in 1919. Tallinn University was founded as a public university on March 18, 2005, after a parliamentary decision consolidated several Tallinn universities and institutes. Today, it has six schools and one college in Haapsalu.
Its schools cover media and arts, digital technologies, educational sciences, humanities, natural sciences and health, and governance, law, and society. Tallinn Virtual University opened in 2008 to provide webcasts, podcasts, conversations with guests, and materials from summer schools and conferences.
In 2011, the university joined the Green Academic Footprint initiative of UNICA, the Network of Universities from the Capitals of Europe, to help integrate sustainable development principles into everyday university life.
2. Tallinn University of Technology

TalTech is Estonia’s sole technological university. It offers bachelor’s, master’s, and doctoral studies in engineering, natural sciences, information technology, business, and maritime studies.
Tallinn University of Technology describes itself as Estonia’s most international university. It currently offers four bachelor’s and 14 master’s programs in English.
The university emphasizes hands-on learning, modern laboratories, and solving real-world problems.
3. Estonian Entrepreneurship University of Applied Sciences

The Estonian Entrepreneurship University of Applied Sciences offers business, technology, and creative programs designed to develop practical and entrepreneurial skills.
Its current English-taught bachelor’s options include Creativity and Business Innovation, Creativity and Business Innovations (Joint Programme), AI-Driven Software Technologies and Entrepreneurship, and Game Design and Development. It also offers a two-year International Business Administration MBA.
The minimum IELTS Academic overall score is 5.5 for bachelor’s applicants and 6.0 for MBA applicants.
4. University of Tartu
The University of Tartu was founded in 1632 by King Gustavus Adolphus of Sweden. It is Estonia’s oldest and largest higher education institution.
The university has four faculties: the Faculty of Arts and Humanities, the Faculty of Social Sciences, the Faculty of Medicine, and the Faculty of Science and Technology. It has around 15,000 students, including around 1,600 international students.
The university is a member of the Coimbra Group, an association of classical European research universities committed to academic collaboration and excellence in education and research.
5. Estonian University of Life Sciences
In the QS World University Rankings by Subject 2026, the university ranks 43rd in agriculture and forestry. It is also in the top 1% of the most cited research institutions globally in plant and animal sciences and in environmental and ecological research. The minimum IELTS Academic overall score is 5.5.
The university consists of three institutes: the Institute of Agricultural and Environmental Sciences, the Institute of Veterinary Medicine and Animal Sciences, and the Institute of Forestry and Engineering.
The Green University initiative, established in 2008, aims to integrate sustainable development principles into university operations and provide a healthy, high-quality learning and working environment with the smallest possible ecological footprint.
