The TaiwanICDF International Higher Education Scholarship Program provides full scholarships for outstanding students from partner countries to pursue bachelor’s, master’s and Ph.D. programs at partner universities in Taiwan. The program operates through the Taiwan International Cooperation Alliance (TICA), a platform created by TaiwanICDF and Taiwanese universities to manage and strengthen international higher education cooperation.

The scholarship is designed to support the socio-economic development of TaiwanICDF partner countries by cultivating highly trained professionals who can apply their learning after returning home. For 2026, TaiwanICDF lists 32 eligible programs taught in English, with applications open from December 1, 2025 to March 15, 2026.

TaiwanICDF International Higher Education Scholarship Program Coverage

This government fully funded scholarship for international students covers the following:

To be eligible for TaiwanICDF International Higher Education Scholarship Program, you need to meet the following criteria:

  • Be a citizen of a country listed as eligible for the TaiwanICDF Scholarship and satisfy any specific criteria set by the applicant's country or government of citizenship
  • Satisfy the admission requirements of the TaiwanICDF partner university and program applied for
  • Be able to satisfy requirements for a Resident Visa (Code: FS) and an Alien Resident Certificate (ARC) in Taiwan
  • Upon accepting the TaiwanICDF Scholarship, not hold another Taiwan government-sponsored scholarship in the same academic year
  • Not apply for another TaiwanICDF scholarship in unbroken succession
  • Have never had a scholarship revoked by any Taiwan government agency or related institution, and have never been expelled from any Taiwanese university.
