Hello can one apply for masters before receiving their undergraduate certificate? Like I’m in my final year and will be done end of May but will only graduate in November. Am I eligible to apply?

I think since it is specific situation, you should ask the admissions directly. I would think that if the start date is after graduation, you will be fine.
